In September 1899, Bishop Andrey Sheptytsky of Stanislaviv paid an archpastoral visit to the Kosiv Deanery in the Hutsul region. Here, in addition to performing services and preaching sermons, he got acquainted with the Hutsuls' way of life, their customs and dialect, founded reading rooms and donated books, and convinced people of the need for education. A year after this trip, on November 20, 1900, Andrei Sheptytsky wrote a message "To My Dear Hutsuls," in which he thanked them for last year's warm welcome; continued to instruct them in matters of faith, education, and proper Christian behavior in family and society; advised them on how to manage money and settle property matters, how to run a household and raise children. Out of great respect and love for his addressees, Andrei Sheptytsky wrote his message in the Hutsul dialect, which is preserved in this edition.
