The order was established on 16 September 1918, during the Russian Civil War by decree of the All-Russian Central Executive Committee. It was the highest award of Soviet Russia, subsequently the Soviet Union, until the Order of Lenin was established in 1930. Recipients were recognized for extraordinary heroism, dedication, and courage demonstrated on the battlefield. The order was awarded to individuals as well as to military units, cities, ships, political and social organizations, and state enterprises. Voroshilov shooter "- the name owes its name to the story of what happened during the test firing in the summer of 1932. Arrows lining up at their targets reported to K. Voroshilov (People’s Commissar for Military and Naval Affairs, Chairman of the Revolutionary Military Council of the USSR) their results. One, completely clean target, the commander referred to a bad revolver. Voroshilov took his weapon and retreated to the firing line, knocked out 59 points from 7 shots. Returning the weapon, the People's Commissar said: “There are no bad weapons, there are bad arrows.” This case was published in to the circulating newspaper and received a photo of those who were awarded the Voroshilovsky shooter sign with great fame. There was a mass movement under the slogan: “Shoot at Voroshilovsky.” On October 29, 1932, the Presidium of the Central Council of the USSR and the RSFSR approved the regulations on the title “Voroshilovsky shooter”, and on December 29 In May 1934, in order to increase the shooting skills of the Central Command, Osoaviahima introduced two levels of the title “Voroshilovsky Shooter.” Higher requirements were developed to receive the II degree mark.
