Neon filled. You'll notice a dark coating of some sort, inside the glass envelope on the top on all the Russian Dekatrons, also on that A101 Dekatrons. That coating is NOT a sign that the tube is used, but an intentional part of the manufacturing process.   The following pictures show the tube spinning.
